This system has a high potential for heavy rainfall, thunderstorm activity, and gusty winds. Heavy rainfall is expected to lead to localized flooding, particularly in low lying and flood prone areas.  Traffic disruptions expected due to poor visibility and water accumulation on roads. Gusty winds may cause loose objects to become airborne as well as damage to weak structures and trees. Rough seas are expected posing a hazard to small craft operators and sea bathers.</cap:description><cap:instruction>Secure loose outdoor objects. Small craft operators should  monitor marine advisories and should avoid venturing far offshore during rough seas.  Motorists should avoid flooded roads. Do not attempt to cross when water levels are high. Drains should be cleared to avoid blockage. Residents in areas prone to flooding and landslides should exercise EXTREME caution.
